Dell has a history of not including it's drivers in windows OS install media. This creates headaches whenever you have to reimage a machine because of a drive not functioning or something strange happening.
To fix this, you need to do the following:
1. Download DELL OS Recovery - be sure to have the service tag of the device ready so the tool can download the appropriate Recovery image for the machine. Run the executable and hit install. Hit agree when the program opens.
2. Plug a fresh USB drive into your computer and run the program. Punch in the Service tag in the pane where it says "Other machine".
3. Hit continue, yes and allow to format.
4. Once the program is completed with burning the image to the USB Drive, unplug from your machine and plug into the affected DELL machine.
5. Boot the PC up and hit F12 and hit SupportAssist OS to install the OS
